| Functional Areas
supported: The DoD Force Health Protection (FHP) Program, Composite
Health Care System II (CHCS II) to improve the readiness of the US military
forces by fielding a Personal Information Carrier (PIC), to be issued to
each US military service member deploying to a theater of operations. The
fundamental purpose of the PIC is to provide the service member a physical
mechanism for storing and transporting his or her essential medical information,
and to provide a means for accessing and updating that information when
normal connectivity between the Military Health System (MHS) communications
infrastructure and the field environment is not available. The PIC will
provide access to the individual service member's essential medical data
in theater operational environments. Accomplishments: Provided an acquisition-qualified full-time equivalent to serve as Subject Matter Expert, providing consulting advice and support to the Government Project Manager. In concert with the Government PM, recommended courses of action for day-to-day project planning, management and execution, including the development of work breakdown structures, planning documentation, Gantt charts, management plans, etc. Coordinated activities related to the acquisition and deployment planning of the PIC, including development of collaborative relationships with tri-service stakeholder organizations. Organized, attended and participated in regularly scheduled staff meetings and at Integrated Product Team (IPT) meetings, as necessary. Assisted in the planning, tracking, timely coordination and review of contractor deliverables. Assisted in the identification and documentation of programmatic risks, developed risk mitigation strategies, and tracked progress. Provided support to the PIC Program Manager in developing and maintaining up-to-date Gantt charts, briefings and other forms of documentation throughout the POP. Developed the Project Management (PM) Plan; and provided a high-level Plan of Actions and Milestones (POA&M), Work Breakdown Structure (WBS) and Project Schedule
