Information Technology Studies, Information Management. The effort consists of four tasks; research, reporting, modeling, and briefing. Subtask 1 research consists of researching existing state of the art software development cost estimation methodologies, procedures, algorithms, and automated models available commercially, in academia, and within the Government for specific applicability to the DII COE. The objective is to focus on DISA COE customer need to predict the cost savings, and cost avoidance attributes of using the COE as the basis for building their systems. Task 2 reporting includes monthly verbal briefings of technical progress and resources expended, and a written report of technical progress and resource expenditures. Task 3 includes modeling that supports the development of a COE software development cost estimation methodology, with fully documented justification. Task 4 supports formal briefings of the technical reports and demonstration of the COE cost model prototype. It is expected that the cost estimation model developed under this effort will synthesize models, algorithms and data that have not previously been put together. In that sense, it will represent an improvement in the state-of-the-art in this important area. It will also point the direction toward dealing with software reuse and other factors and practices involved in developing software. The cost model prototype will be constructed in an Excel spreadsheet format that is familiar and essential to all potential users. Application of this model may also result in real cost savings and efficiencies to the Department of Defense as well as other users in the future. Accomplishments: N/A
